In 2026, the state-owned enterprise Kyrgyzpharma will continue to implement a large-scale reform aimed at centralized procurement of medicines and medical devices. The main goal is to eliminate shortages of vital medications and increase access to medications for the people of Kyrgyzstan.
Key Stages of the Reform
In 2026, Kyrgyzpharma announced the launch of centralized procurement of medicines, opening the call for price proposals from suppliers. The process includes three stages:
Price monitoring – collecting proposals until January 15, 2026.
Publication of the procurement process on the state platform.
Determining the winner according to established rules.
This approach will improve the transparency and efficiency of procurement, as well as reduce the cost of medicines for the budget and the population.
Funding and Challenges
Despite a significant increase in funding (more than 5.7 billion soms allocated for various programs in 2025), the company faces a shortage of working capital. In practice, Kyrgyzpharma remains with approximately 800 million soms, which complicates the timely conduct of tenders and payments to suppliers. The main problems are:
– Lack of an advance payment mechanism;
– Interruptions in the receipt of funds;
– Insufficient funds for emergency purchases.
To address these issues, negotiations are underway with international funds and foreign manufacturers regarding the transition to post-payment and preferential financing.
Results and Prospects
Over the past two years, the volume of orders through Kyrgyzpharma has increased almost sixfold. Thanks to direct purchases from foreign manufacturers, the budget has saved approximately 500 million soms, eliminated shortages of several vital medications, and expanded the product range to 556 items. Ninety-two state-owned El Aman pharmacies have opened, offering medication prices 20% lower than those of private chains.
The centralized procurement strategy implemented by Kyrgyzpharmacy is aimed at creating a sustainable and modern drug supply system. Despite financial and organizational challenges, the company continues to improve access to medications for all residents of the country, which is an important contribution to the health of the nation.
