Kyrgyzstan is actively rolling out the Electronic Database of Medicines and Medical Devices (EDB), a system more commonly known among professionals and the public as the “Traceability System.” As of early March 2026, the reform has transitioned into a phase of large-scale expansion and intensified regulatory oversight.
Current Reach and Infrastructure
To date, 822 organizations, including pharmacies and warehouses, have been integrated into the system. The primary goal is to establish a complete “digital path” for every pharmaceutical product: from the moment of its import or local manufacture to its final sale to the patient.
The entire supply chain is now digitized. This enables regulators to monitor the movement of every individual package in real-time, significantly reducing corruption risks and preventing counterfeit products from entering the market.
Key Milestones and Innovations
- Archiving and Dossiers: Previously, drug registration dossiers were kept in paper archives, which hindered quality control efficiency. The transition to a digital format is currently underway, which will accelerate quality investigations and the sampling process for laboratory testing.
- Data-Driven Management: The Ministry of Health has begun making operational decisions based on accurate digital data rather than estimated reports.
- Regional Oversight: In March 2026, Ministry leadership conducted field inspections in the country’s southern regions. Several cases of selling medications not registered in the database were identified, resulting in disciplinary and administrative penalties.
Summary
The EDB system in Kyrgyzstan has reached the stage of practical application and rigorous monitoring. While the core technological foundation (digitization of the supply chain) is already operational, the Ministry of Health’s primary focus has shifted from development to ensuring retail transparency and combating “grey” imports by requiring every unit of goods to be recorded in the system.
