The Ministry of Health intends to reorganize the Department of Medicines and Medical Devices. The department has developed a draft of the corresponding resolution of the Cabinet of Ministers of the Kyrgyz Republic. The document has been submitted for public discussion.
It is noted that functions subject to transfer from subordinate units of the Ministry of Health, including the Department of Medicines and Medical Devices and the state enterprise “Kyrgyzpharmacy”, to other government agencies were previously identified.
It is proposed to transfer some of the department’s functions to the service for combating illegal drug trafficking of the Ministry of Internal Affairs. The Ministry of Health itself wants to be vested with the functions of licensing examination of premises, checking the availability of the necessary equipment in pharmaceutical organizations and issuing conclusions on compliance with licensing requirements.
It is specified that this will allow combining all stages of licensing of pharmaceutical activities in one state body of the republic. Currently, the ministry issues licenses for medical activities and permits for the export, import and transit of specific goods and services. State Enterprise “Kyrgyzpharmacy” provides medical institutions and the population with medicines and medical devices. The enterprise is responsible for supply, and the department is responsible for regulation and issuance of permits. The Ministry of Health proposes to transfer the functions of storing and dispensing medicines to “Kyrgyzpharmacy”.
